BOA Status

Five Broad Spectrum Basic Ordering Agreements (BOA) have been signed. In June 1998, Bechtel Jacobs Company and two vendors signed five BOAs. In November 2002, modifications were made to three of the BOAs to include treatment of MLLW liquids. In July 2002, a contract modification was made to the M&EC contracts that change the unit price to a volume basis instead of mass. For further assistance see the BOA Access page.
  • Terms and conditions have been added to these BOAs to make them consistent with the DOE Integrated Contracting Procurement Team.
  • East Tennessee Materials and Energy Corporation (M&EC) of Oak Ridge, Tennessee, was awarded BOAs for treatment of Categories A, B, and D.
  • Waste Control Specialists (WCS) of Andrews, Texas, was awarded BOAs for Categories C and E. The WCS BOAs expired in FY 2006.
Vendor Activity

Materials and Energy Corporation -- M&EC has completed installation of all stabilization, thermal and mercury treatment equipment. The First Article Test for category A including stabilization and thermal treatment is completed. A contract modification was made in November 2002 to facilitate treatment of liquid MLLW. M&EC has received numerous waste streams in 2001 and 2002 for treatment. All waste storage and treatment facilities are complete for Category A waste. M&EC has received its RCRA permits and has PCB authorization for storage. Completion of First Article Test for Category B (PCB/RCRA) is expected in FY 2003. NOTE: In July 2002, a contract modification to the unit price was completed. The modification changes the unit price to a volume basis instead of a mass basis.

Waste Control Specialists -- BOAs for WCS expired in FY 2006.

Audits

Audits of all commercial facilities used to treat or dispose radioactive wastes are conducted by the DOE Consolidated Audit Program.

Use of the Broad Spectrum BOAs

DOE sites at Oak Ridge, Portsmouth, Paducah, Mound, Fernald, Savannah River, Rocky Flats, LANL, and Pantex have shipped waste under the BOA. Idaho, Hanford, and Lawrence Livermore are considering using the BOA.
