In February 2001, with the release of the FY 2002 President’s Budget, the Administration announced a planned Top-To-Bottom Review for the U.S. Department of Energy's Environmental Management (EM) Program. The purpose of the review was to evaluate more efficient methods of cleanup in the national EM program. Results of the Top-To-Bottom Review, which were released in February, underscored the need to refocus EM’s cleanup work on risk reduction, not risk management; reduce mortgage costs; and execute the work expediently.
