Reminder Regarding ES&H Prequalification Guidance

For subcontractors performing work off-site including Department of Energy leased sites where Bechtel Jacobs Company LLC (BJC) DOES NOT have direct Environment, Safety & Health (ES&H) oversight responsibilities, ES&H pre-qualification is not required. For example, off-site laboratories and off-site waste transporters do not have to comply with these provisions unless they will be covered under our MIIP insurance. Another example might be a vendor who comes on-site to service food machines or provides maintenance services on equipment and is only on-site for a short period of time (< 5 days). The ES&H pre-qualification would not be required in these cases.

As a note of clarification, a company working at the East Tennessee Technology Park but on a CROET-leased site would be considered working off-site.

Also, see the portion of the BJC "ES&H Pre-Qualification Guidance" in the next column concerning when ES&H pre-qualification is not applicable.

ES&H Pre-Qualification Requirements – Not Applicable
  • Mail carriers, Federal Express, UPS, etc.
  • Copy machine/fax machine service representatives
  • Soft drink/snack/water vendors
  • Subcontractors performing all of their scope of work outside of BJC sites and are not a part of the MIIP
  • Vendors/technical representatives who are not performing hands-on work and are on-site no more than five (5) consecutive days and are not a part of the MIIP
  • Professional consultants who perform no hands-on work and are not a part of the MIIP

If you have any questions regarding the application of these guidelines, please contact the responsible Project ES&H Supervisor or Benny Houser at (865) 241-8227.
