Bechtel Jacobs Company LLC (BJC) is instituting fundamental changes in
its pre-qualification process to improve source selections to support the
mission under ACP. Effective immediately, BJC will discontinue the General
Pre-qualification process that was employed to support the former M&I
subcontracting strategy. Bidders’ lists will now be developed based solely
on project / scope specific pre-qualification criteria. Accordingly, BJC
will discontinue maintaining lists of ES&H or QA General pre-qualified
companies.
BJC will review the specific requirements of each planned scope of work
to be subcontracted to establish specific pre-qualification criteria based
on the risk and complexities for that scope with regard to:
- Management, technical and commercial capacity and proven past directly
relevant experience
- Technical complexity, uncertainty and risk
- Schedule risk
- Work Control development and experience
- Environment, Safety and Health requirements
- Quality Assurance requirements
- Substantially Equivalent Pay and Benefits for Workforce Transition
requirements, if applicable
Pre-qualification criteria will continue to be posted on BJC’s 90-Day
Forecast web page and potential offerors will be given the opportunity to
pre-qualify for that specific scope of work. Those respondents meeting all
criteria will be determined to be "pre-qualified" to receive that
specific Request for Proposals (RFP).
In other cases, depending on scope, risk and estimated value, BJC may
establish a Bidders’ List by:
- Utilizing a combination of previously "pre-qualified"
Subcontractors still in good standing
- Most recent pre-qualification effort for the Large RA/DD Support
Services
- Existing small business Subcontractors that currently have a RA/DD
Blanket Agreement
BJC may also determine, in establishing the Bidders’ List, that a
"small business set-aside" is appropriate for a planned scope and
may therefore utilize only small businesses from one of the previous
pre-qualification efforts
BJC will not proceed with any pre-qualification, issue any RFP or make
any subcontract award until it has assured itself that the Offeror is the
right subcontractor for the work, fully capable and competent to execute the
work within the terms of the subcontract, on schedule and, most importantly,
safely.
NOTICE: Bechtel Jacobs Company reserves the right to
disqualify a firm and/or its teaming partners from bidding on work if
Bechtel Jacobs has actual knowledge of poor safety, quality, financial
and/or schedule performance on existing work for Bechtel Jacobs or others.
This right to disqualify applies even if the firm and/or their teaming
partners have otherwise met all other Bechtel Jacobs Company
Pre-Qualification criteria.
The prequalification process described, and the resultant
lists of approved firms, have been developed by Bechtel
Jacobs Company LLC strictly for the use of Bechtel Jacobs Company
LLC in the execution of work specifically associated with Contract
No. DE-AC05-98OR22700 between Bechtel Jacobs Company LLC and the
United States Department of Energy. Any use of the information
presented herein by any party other than Bechtel Jacobs Company LLC
or for any purpose other than performance of work associated with
Contract No. DE-AC05-98OR22700 is solely the responsibility of the
user and is undertaken at the user's risk. Bechtel Jacobs Company
LLC makes no representations that the process described herein is
suitable for any application other than that for which it was
specifically developed. The fact that any firm is listed herein as prequalified
or that any firm fails to appear on a prequalified list, does not imply that such firm is suitable
or not suitable for doing any work other than that specifically
addressed by Bechtel Jacobs Company LLC through the implementation
of this process.
